MAILQ assisted handling script

We have a nagios alert for the Postfix mail queue size. When it triggers, we generally contact the lockers with the most queued messages.

achernya says: "I would appreciate a tool that dumps the queue, counts messages, and then lets me see a sample of them. Then if I press a button, it sends a "your account has been spammed!" email and deletes all emails from that account."

This should be integrated with #193 (if that happens) to send the email, and may be unnecessary if #215 happens.
