Current versions of MediaWiki break file uploads on Scripts

Description
Turning RT 3092612 into a proper ticket on trac.
Scripts can't use current versions of MediaWiki? because of the way MW handles file uploads now. Therefore, upgrading our autoinstaller is contingent on MW resolving this or documenting workarounds.

https://phabricator.wikimedia.org/T46066 was resolved on July 11, 2015. File uploads appear to work, so this is no longer a blocker for upgrading the autoinstaller to the current version of MediaWiki?.
