Ok. This appears to work now. Zephyrs get sent to -c scripts -i trac-#[ticket_id] when a ticket is created or updated.
When created, an excerpt from the ticket should be sent. When a ticket's status is changed, the new state should be sent. When a ticket is updated without its status changing, a note that the ticket was updated is sent.
(Poorly written, undocumented) code is in /mit/scripts/trac/plugins-src/
