sql.mit.edu shouldn't mailbomb the maintainers when an outage occurs

Description
Currently, sql.mit.edu's web interface, in addition to the sipb-noc alerts, produce a lot of email. The maintainers pay attention to these alerts on zephyr or through SMS pages, making the emails redundant. They should be disabled.
