Report users with large error_log and queue size contributions

Description
We should configure the servers to automatically report users with a large number of entries in the error_log and a large number of stuck messages in the Postfix queue, so that we can more proactively encourage users to fix their issues.
In the long term, integrating with #193 and automating the warnings would be neat.
