zephyr discussion of tickets should get cross-posted to RT

Generally speaking, when I look at a ticket that's been around a while, I need to look at both the RT history and the zephyr history. This is annoying. We should have a zephyrbot to crosspost zephyr traffic on the relevant instances to RT.

There is currently an important distinction between high-traffic, not-necessarily-useful, back-and-forth discussion on Zephyr vs. low-traffic, summarized comments on Trac. There probably exist ways that this could be implemented so as to avoid breaking that distinction, but it would take a little thought. I do not think it should just become the case that all zephyr traffic gets posted to Trac (especially if that causes every zephyr to generate an email, but even if it does not).

Discussion on zephyr seemed to conclude that the risk of mixing our relatively informal zephyr conversation to the user due to RT's UI awesomeness was unacceptably high. (I think. It's been a while.)

(For RT tickets at least, I don't really believe that the back-and-forth on zephyr tends to be so verbose that cross-posting it would be worse than what seems to happen, which is that important information never reaches RT. This point is kinda irrelevant, though, given the point above.)
