WordPress pingbacks aren't automatic

Description
Despite the text "Trackbacks are a way to notify legacy blog systems that you’ve linked to them. If you link other WordPress? blogs they’ll be notified automatically using pingbacks, no other action necessary." on the edit-post page, you actually do need to enable "Attempt to notify any blogs linked to from the article (slows down posting)." in Settings | Discussion for that to happen.
Pretty sure this is an upstream bug.
