Lock out 389-ds-base updates that don't have our patches

Since the 389-ds-base maintainers insist on playing immature
games with Bodhi where they upload everything ever to testing
and set the stable karma to 1, thus causing dev things to "escape"
to the production repo, we need to lock them out until they
take the patches that fix our problems.
