This is the first time i hear about this idea., but never the less it is a good idea which I think it could be implemented. Like in singapore there are weekend cars, where we can only drive the car only on weekend

I believe that Progressive Insurance (an ohio company) has been doing this for quite some time. They charge you based on the miles driven and your record. I think they also put a meter into the car to make sure you don't drive too fast....I heard or read about this somewhere so I am running off of memory. Perhaps it was all a big test case -but I think they had it as an optional offering for their customers.

Some insurance companies are already testing that on Italy. Basically you can turn the insurance "on" by sending an SMS and reporting how far and how long you will drive. Pretty innovative.
